Dear C. Fererra,

There are many ways to handle establishing a recycling program or a full-blown waste management program, involving sanitary landfills, composting, reuse, waste reduction. One way is to invite the public/private partnership that you suggest, and for that I would suggest you contact large waste management firms in your region. Large waste management firms in the United States would include Laidlaw, Waste Management Inc., BFI, and many others that you could find out about my reading a periodical such as Wast Age or Recycling Today .

The normative way is to employ a consultant firm that has skills in this field. There are some very good small ones in New England where I work. Some examples are, the Tellus Institute, Boston, MA, that Gordon Institute, Tufts University, Medford MA, or Scanlon Associates, Andover MA. Draper/Lennon of New Hampshire as well. There are many more who probably have the same or greater competence throughout the United States. They will undoubtedly be some closer to where you are, perhaps in an adjacent country that has faced the same problems previously.

Additionally, the Ford Foundation has an ongoing interest in seeing this brand of good environmental programs start in countries around the world and offer grant monies or loans to qualified applicants who had a written plan.
