Dear Dusty Clarke,

It would be highly presumptuous of me to answer this. Canada has excellent info sources of waste management information. The Provincial governments of Quebec and Ontario in particular have excellent Ministries of the Environment, with whom I ve worked in the past, whom you should contact.
The best single document that I ve seen is called Canada s Green Plan. It s put out by the Federal Canadian Government.
Other good places to go are Environment Canada and Industry, Science, and Technology Canada. The Recycling Council of Ontario, Toronto is also very good.
International Solid Waste Association (ISWA) Conference Proceedings, usually have at least a paper or two on Canada and I suggest that they are worth checking out.

Good luck.
