What you are seeking sounds more like a reuse program than a recycling program. There are several particular programs that the Research Library for RCRA has documentation of that are in the very business that you mention: they ships out dated or excess, or repairable medical and dental supplies and equipment overseas.

There are numerous waste exchanges around the country, representing another concept in reuse, mostly for waste materials, not reuseable or repairable materials or equipment, but only recyclable. If you want such a listing,
