But in the US, the general way you site a recycling center is based on economics, transportation costs, locus to markets both for intake and outputs, and a host of other factors. Community opposition is not likely to be a problem for an MRF here, although it does happen; relatively speaking, it is not a significant problem. I know of successful urban MRFs (R2B2 in the Bronx is one of the best, Urban Ore and its counterpart in the San Francisco/Berkeley, CA area is another) and rural.
