Dear Larry Newton:
There have been several manuals produced which will answer your questions about motivating, stimulating participation, etc. in multifamily situations. The consensus of studies is that
a) the poorer the community, the less likely it will achieve high recycling rates
b) resistance of building owners is crucial and if that is found to be the case, mandatory and fine-based negative incentives are all that will work well.
c) Direct, personal incentives to residents are sometimes necessary
