Dear Eden Mercer,

I doubt that PETE plastic could be used in road building in a hot climate. The problem that you pose is probably that you need ultra-low technology possibilities. If you just have the technology to creat plastic flake, this can be profitably sold to a recycler for a multiplicity of remanufacturing uses.
But to recycle it without equipment is a difficult problem. There are uses for many things: traffic cones, a plastic particle board, plastic lumber, uses in textile manufacturing, but all of these require a good deal of technology.

I would ask your question to one of the following industry associations (and I d be interested in their responses):
