Can a national recycling mandate override a state program?

Not at the present time, though theoretically, yes. All national recycling is currently voluntary, including the target rate.

Can all states be legislated to address solid waste/recycling the same way?

Theoretically, yes, but practically, not given the current RCRA Law and EPA interpretation of it. It could happen but it s highly unlikely, and you d get plenty of warning if it were going to.
