Dear Brenna,

The position of the US EPA is that neither is preferable: a reuseable bag is preferable.

The definitive study on the total (environmental and economic) costs of packaging materials conducted by Tellus Institute, The Tellus Institute Packaging Study of 11/91 concluded that the costs of the stuff that plastic grocery bags is made of (Low Density Polyethylene) costs more than the stuff that paper sacks is made of (kraft paper).
