The United States Dept. of Commerce s International Trade Administration is best positioned to answer this question.

You should also get in touch with the American Paper Institute, one of the principal trade associations of the US paper industry, in NYC at tel: 212-340-0600.

However, I suspect that everyone will tell you the same thing: right now in the business cycle there is no money to be made in exporting paper to the US. If you believe that there is, you are more than a year out of date in the information loop.
