I am quoting for Recycled Papers: The Essential Guide by Claudia G. Thompson (MIT Press, 1992):

 Printing problems are caused by a wide variety of reasons that may or may not be a function of the paper at all. . The best of recycled papers compete quite readily with virgin papers and many of these papers have been used for years by printers and purchasers who are happily unaware of any difference in fiber or of any problem due to manufacturing method. Indeed, my own printing experience with recycled papers, like that of many other designers across the country, has primarily yielded very satisfactory and pleasing results. Since folk generalizations have nevertheless been made about problems associated with recycled paper. . . [she then goes on to detail 6 pages worth of problems that have to do with printing machinery, technique, cleaning, and, yes with the paper stocks used.] pages 97-107 of this book will answer the question in full.
