Dear Douglas Blue,

I need to know the following:

- what do you mean by silica soot ?
- what was incinerated to obtain it?
- where was it incinerated?
- what waste stream does it represent?

The issue here is whether you are trying to recycle something that is a hazardous waste, in which case different rules (including those for recycling) apply.
We will try to respond after these questions are answered.
