Dear Karen,

Perhaps a case study will help: Lille, a capital the the rural north, a city of 1 million recycles cardboard, paper, bottles, food waste, metals, paperboard, etc. It has 1 MRF which in its first year of operations recycled 27,500 metric tons of materials at a total cost of $180/ton.

Overall, only about 4% of MSW in France is recycled, although aanother 6% is composted. In 95, 49% was landfilled, and 35% combusted.

France produces about 77 million tons of MSW per year.
