I don't know what a 'stator' bar is, but it doesn't matter. You can't recycle anything that bears asbestos. Asbestos is a listed carcinogenic substance. It must be separated out by a person or a firm licensed to handle and dispose of it properly. Copper, while highly recyclable and a staple of recycling, may be too risky to recycle, even if asbestos has been removed from it.
The answer to your question is therefore, no one will do what you request.
