1. No, recycled paper prices are not regulated by the government at any level.

2. Is re-recycling possible for paper? Yes.

3. Rates mills currently pay by grade:

It varies by region; I will give you my region, the Northeast:

Newspaper $20-25/ton
Corrugated $0-20/ton
Mixed Office paper, $20-70/ton
White ledger $95-145/ton
