Dear James Walker, Asphalt can and is being recycled from roads, but mostly it is being recycled from other materials into roads. The only uses for old road asphalt is new road asphalt so far as the literature that I've seen is concerned.
The magazine C D Debris Recycling (Internec, 29 N. Wacker Dr., Chicago, IL 60606) occfasionally has articles on this and is probably the most centralized source for such information.
