There is no problem in obtaining the recycled raw materials that one would need - laminated paperboard, textiles, plastics, metals) for board games. There already is one US company doing this on a small scale - not a major manufacturer, I should say.
These materials, and the know-how to use them is probably available in your country already. The ingredient missing is someone who knows how to do it. It sounds to me as if you need a consultant who has that know-how.
