Dear Liz,
For industrial sludge reuse or, as you call it, recycling, you had better be absolutely certain that it is nonhazardous. There are
some reuses for certain types of sludges,and there are also what you might call visionary uses where a 2nd industry uses the industrial sludge from a 1st industry as a raw material.
I would call the RCRA Hotline, describe the sludge and ask if it can be recycled first. Then you might ask them to what it might be turned, though I doubt that they will be able to answer that one unless that has direct precedent. After that, should you still not have an answer,
you might return here.
