There are already several manuals for setting up apartment building recycling programs, some with details that the others lack. They are:

 Cooperative community solutions for New Jersey: A study of community-based interventions as a model for increasing recycling in small businesses and multifamily residences by Tellus Institute, 11 Arlington St., Boston, MA 02116 for New Jersey Dept. of Env. Protection, Div. of Solid Waste, April, 1996.

 Multi-Residence recycling guide by NY State DEC, Div. of Solid Waste, Bureau of Waste Reduction and Recycling, 50 Wolf Rd., Albany, NY 12233 and Cornell Cooperative Extension Service

I'm certain that there are more in other parts of the country, but we are most interested in the Northeast.
