I am not conversant with the specific transaction that you are speaking of, but here is my guess as to what that jargon means:
If the price that you would pay to toss the items into a landfill or an incinerator (the tipping fee) is a positive value (at least $.01/lb e.g.) and the price being paid for the recyclable substance is a negative monetary value (at least -$.01/lb e.g.) then you can use the tip fee as a price or cost of the substance.
