Yes, you can recycle the paper from library books emplloying a sheltered workshop approach to preparation. Yes, you can also reuse the books through e.g.:
The US Book Exchange, Cleveland OH (216-241-6960).
However, practically speaking, if the book is not printed on acid-free paper, and most of course are not, it may not be worth saving, and incineration would be a better bet.
And if the book is by a reactionary, well, burning is too good for it.
