Why doesn't the bottle bill cover liquor bottles?

a) No one thought to include it.
b) Not a large enough market.
c) Difficulty in collection from a too decentralized set of serving establishmernts (though I'm guessing on this one)
d) Its not a waste stream that anyone has paid much attention to.
