Dear Matt Lumb,
I don't see any reason that industrial conveyor belts could not be recycled in the same fashion as are tyres (to use your spelling). I could be wrong, since I don't have particular documentation on this. The safest thing to do is to speak to a tyre recycler of whom, I can give you a few UK referrals:
Coloway Tyres, Ltd., Langley Moor, Durham, Tel: 0191 378 0621
Coteglade Rubber Co, Garngock, Swansea, Tel: 01 792 895 787
University of Newcastle, Dept. of Civil Engineering, Solid Hazardous Waste Research Unit, Newcastle upon Tyne, Tel: 091 222 6000
I tried to give you tyres-to-something other than tyres referrals which are the most likely comparisons with rubber from other-than-tyres.
