Dear W. K. West,

Someone has been handing you some misinformation:
cereal boxes and similar packaging materials are made of paperboard not of chipboard . Yes, paperboard is recyclable. Many recycling programs in the Northeast currently recycle it.
As to plastic bags degrading, only a very small fraction of plastic bags are manufactured to degrade either in landfills or on their own. Yes, the technology exists and is in use; no, it is not widespread.
