Dear Kevin,
I know that hemp needs to be de-seeded by special machinery and that there are other pre-manufacture processing that needs to be done. I have found no evidence that current industrial paper-making machinery would have to be modified or retooled to deal with hemp as a wood substitute, nor the same for the kenaf plant. But you should check with paper industry sources for a definitive ruling. TAPPI or American Forest Paper Assn. would be good places to ask initially.
