If you are seeking funding for an education project involved with recyclable mixed plastics, my advice would be to seek out assistance from a trade association which would benefit from such research, such as the Society for the Plastics Industry. There may occasionally be state funds available for this kind of research, but by and large this is not the sort of thing that government at any level will fund. There may be private nonprofit foundations willing to listen to a proposal from an accreditted nonprofit organization, such as your university, but that would require its backing and probably the involvement of its Development Division.
