Dea Gian Battistel,

In the US some states have enacted container deposit laws applying only within their boundaries. There is no national container deposit legislation. Some of the relevant states are Michigan, Oklahoma, Massachusetts, New York, Vermont.
In certain other countries, this has been adopted as well.
Industry tries to get these laws repealed every so often, but trends are for more, not for fewer laws.
