Almost all states will address recycling by some codified means, whether by regulations, comprehensive recycling law, or by specific regulations or laws. 43 states, for example have stated diversion (recycling) goals.
Examples of states that don't are Utah, Kansas, Arizona, but all but Utah have comprehensive recycling laws passed a while ago. A better indicator is which states have no recycling budget. To my knowledge the only state that can boast that is Idaho.
At the county level, I'm afraid no one charts regulations or anything like them.
