Dear Barb Kessler,

Officially there is only one agency that tracks pay as you throw or blue bag programs of which I'm aware. That is the Pay As You Throw Program of the Office of Solid Waste at the US EPA. AKA PAYT, it can be reached at:
1-888-EPA-PAYT or online at www.epa.gov/payt. Jan Caterbury is the lead staff for some of their programs. It may also be that the 10 US EPA regions are most in touch with what communities in their regions are PAYT communities.
