Yours is more a question of supply and demand than it is of waste management: If an area, say a state for example has more capacity to extract precious metals from circuit boards than a supply of boards waiting for processing, then the recyclers will start to compete with one another by buying circuit boards. However in most venues, there are one or two established firms doing this and a few startups. In China, we know, exporters get paid by Chinese recyclers for cicuit boards, but the results of the recycling create more pollution than they save the environment from.

So the answer to your question is, 'yes,' some firms will pay for electronic circuit boards, but you have to find the under supplied and over demanded market.
