Dear Stacey,

The best idea for an apartment complex is to organize management and residents to collect and possibly separate recyclables that have markets and can be collected for sale by haulers, brokers, or do-gooders in your immediate area. A primer on how to do that can be had from the US EPA called:

 Multifamily Recycling: A golden opportunity for solid waste reduction, EPA 530-F-99-010, April, 1999.

A much more detailed product is:

 Strength in Numbers: a manual for recycling in multifamily housing, by Assn. o NJ Environmental Commissions, 300 Mendham Rd, PO Box 157, Mendham, NJ 07945 (even though its about 8 years old, it is excellent).
