I haven't specifically heard of the farmers project in Bavaria to generate electricity from methane and compost/fertilizer from MSW, but it is a common idea in Germany. There is a waste-to-energy project for organic matter at Ansbach, Bavaria, using a technology called Thermoselect , and one planned for Herten in Westphalia as of early 1998. In Baden-Wurttenburg there is a bio-waste composting facility that also generates electricity as a sideline. I believe it is called the Backnang facility. I can suggest 3 sources who might know about the Bavarian farmers + MSW one to which you refer:
