Dear Wendy Siemens,

Starting a waste exchange is mostly a matter of publicity to likely donors and receivers. A physical waste warehouse is not necesary nor desirable usually. I suggest that you speak with some waste exchanges, such as:

Industrial Material Exchange Service, Springfield, IL, epa8605@epa.state.il.us

New Hampshire Waste Exchange, Concord, NH, tel: 603-224-5388

Southern Waste Information Exchange, Tallahassee, FL, tel: 904-386-6280

Also, read an issue of their paper copy listings; these inevitably give a good description of what the rules are and how the exchange works.

An older comprehensive description of how they work, as well as a listing of waste exchanges as of 1994 is in Review of Industrial Waste Exchanges by US EPA, EPA-530-K-94-003, Sept., 1994. Get it from NTIS at the US Dept. of Commerce.
