Dear R. G. Segaran,

One disposes of PCB transformer oil as hazardous waste; one oes not attempt to recycle it. In the US, this would be mandatory for the protection of human public health, as well as for the protection of environmental media. Human health and environmental media do not vary that much over political boundaries. Therefore the answer will hold regardless of where you are.
PCBs are a carcinogen.
