Dear Charlotte Chang,

There is no authority that can take credit for the origin of the symbol; it is used by social understanding moreso than formal or legal authority, even though some states and nations have written the 3 chasing arrows into their statutes. We believe that the symbol originated with a European grassroots program, possibly a Greens Party in the late 1970s, though a plastics trade group has also claimed responsibility.
