Recycling programs have been successful in the workplace which have had the support of top management, have an education program preceding the physical program's establishment, which has been researched to find the best and most flexible hauler, and where collection has been planned. US EPA has a document detailing how to for office paper, the largest volume commodity in every office, Office Paper Recycling: An Implementation Manual, EPA/530-SW-90-001, Jan., 1990. Many prrograms then expand to newspaper and other materials, gradually. The US Conference of Mayors also has a helpful program called the National Office Paper Recycling Program .
